(中央社記者廖漢原華盛頓17日專電)美國輿論質疑總統當選人川普欠缺外交經驗,規避正常程序,缺乏透明度。川普政權移交小組指出,正副總統當選人至今已與全球32位領袖通話。

美國媒體報導川普(Donald Trump)政權移交團隊運作紊亂,在沒有外交官員簡報下,繞過國務院與多國領袖通話。移交小組16日公布,正副總統當選人川普與彭斯(Mike Pence)已與32位全球領袖通電話,接受對方的祝賀。

名單包括:俄羅斯總統蒲亭(Vladimir Putin)、英國首相梅伊(Theresa May)、德國總理梅克爾(Angela Merkel)與法國總統歐蘭德(FrancoisHollande)。

亞洲有中國大陸國家主席習近平、日本首相安倍晉三、南韓總統朴槿惠、澳洲總理滕博爾(MalcolmTurnbull)、印度總理莫迪(Narendra Modi)、以色列總理尼坦雅胡(Benjamin Netanyahu)等。

美國鄰國加拿大總理杜魯道(Justin Trudeau)、墨西哥總統潘尼亞尼托(Enrique Pena Nieto)與聯合國秘書長潘基文也已致電。

川普缺乏外交實務經驗,近期以當選人身分與各國領袖談話,被指欠缺透明度。他在競選期間提出的外交軍事政策,則被認為難以實踐,引起盟邦高度不安。

川普17日會晤外交大師季辛吉(Henry Kissinger),討論俄羅斯、歐盟、中國等國際事務。同日也與南卡羅來納州長海利(Nikki Haley)與佛羅里達州長史考特(Rick Scott)等共和黨要員會晤。

川普也將在週末與前總統參選人羅姆尼(MittRomney)會面,外界關注的國務卿、國防部長與白宮國家安全顧問等重要職務,至今仍未確定人選。1051118
