（中央社記者廖漢原華盛頓17日專電）美國輿論質疑總統當選人川普欠缺外交經驗，規避正常程序，缺乏透明度。川普政權移交小組指出，正副總統當選人至今已與全球32位領袖通話。
美國媒體報導川普（Donald Trump）政權移交團隊運作紊亂，在沒有外交官員簡報下，繞過國務院與多國領袖通話。移交小組16日公布，正副總統當選人川普與彭斯（Mike Pence）已與32位全球領袖通電話，接受對方的祝賀。
名單包括：俄羅斯總統蒲亭（Vladimir Putin）、英國首相梅伊（Theresa May）、德國總理梅克爾（Angela Merkel）與法國總統歐蘭德（FrancoisHollande）。
亞洲有中國大陸國家主席習近平、日本首相安倍晉三、南韓總統朴槿惠、澳洲總理滕博爾（MalcolmTurnbull）、印度總理莫迪（Narendra Modi）、以色列總理尼坦雅胡（Benjamin Netanyahu）等。
美國鄰國加拿大總理杜魯道（Justin Trudeau）、墨西哥總統潘尼亞尼托（Enrique Pena Nieto）與聯合國秘書長潘基文也已致電。
川普缺乏外交實務經驗，近期以當選人身分與各國領袖談話，被指欠缺透明度。他在競選期間提出的外交軍事政策，則被認為難以實踐，引起盟邦高度不安。
川普17日會晤外交大師季辛吉（Henry Kissinger），討論俄羅斯、歐盟、中國等國際事務。同日也與南卡羅來納州長海利（Nikki Haley）與佛羅里達州長史考特（Rick Scott）等共和黨要員會晤。
川普也將在週末與前總統參選人羅姆尼（MittRomney）會面，外界關注的國務卿、國防部長與白宮國家安全顧問等重要職務，至今仍未確定人選。1051118
